In an incredibly busy week at the Ohio Statehouse, Sub SB19 had its final hearing in House Education where amendments were approved before sending the bill to the full Ohio House for vote. In an 81-11 vote, Sub SB19 was passed by the House and is headed to Governor DeWine’s desk where it will be ratified. To read the bill in its entirety, [click here]. Some highlights regarding Sub SB19 are below:
- Beginning in the 2027-2028 school year, districts will be required to develop math achievement improvement plans for schools where 51% or less of the population score “proficient” or higher on the third grade math state test.
- DEW is tasked with developing a list of high-quality core curriculum and instructional materials that districts must use.
- DEW must approve a list of six reading diagnostic assessments for grades K-3.
- Public schools are permitted to use DPIA funds for professional development for effective math instruction.
- By July 1, 2027, public schools must enroll each qualifying student in sixth grade in a math course in seventh grade that combines seventh and eighth grade math standards.
- By July 1, 2027, enroll qualifying students into Algebra 1 in the eighth grade. Each student must take the corresponding end-of-course exam for Algebra 1. A qualifying student is one who “achieves an advanced level of skill on a mathematics achievement assessment..” or “achieves an accomplished level of skill on a mathematics achievement assessment… and the student holds an average class grade of “A” or “B” in a mathematics course” or “achieves a designated score, as determined by the department of education and workforce, on a mathematics diagnostic assessment… and an accomplished level of skill on a mathematics achievement assessment.”
- By July 1, 2027, enroll qualifying students in grades 3-5 in advanced learning opportunities in math.
- Advanced learning opportunities in math, under sub SB19 means “a course that exceeds the standard mathematics curriculum for the student’s grade level, or services or curriculum modifications in mathematics, provided either in person or through electronic means, which provide additional rigor or challenge, and may include the following: differentiated instruction in which the depth, breadth, complexity, pacing, and acceleration is tailored to the student’s
