Advocacy Update – 8.16.14 – Gifted Rule and Gifted Assessments Guidance Update

What to Expect with the Gifted Rule:

OAGC expects the Gifted Rule (3301-51-15) to be re-filed in the coming week.  After discussions with ODEW, we also expect the following No Service Letter language to be added into the rule in section C:

“For each student identified as gifted who is not provided gifted services per this rule, districts shall develop and disseminate to parents or guardians a no services letter which clearly communicates that the student is not receiving gifted services.  The letter may include a list of enrichment opportunities provided to the student by the district.”

OAGC had lobbied to include five hours of professional development for general education teachers.  However, this language was changed and we expect the Gifted Rule Section E(1)(b)(iv) to state:

“Participate in on-going specialized training in gifted education each year thereafter.”

Once the rule is re-filed with JCARR, OAGC will share the latest filing.

Updated Gifted Assessments Guidance

ODEW has provided updated Gifted Assessments Guidance [here].  Changes from the previous guidance include additional language that instruct users to “Use when appropriate as specified in the technical manual and publisher guidance” with regard to CogAT testing.
